Practical software guides

Traceability helps explain procurement decisions. It does not establish fairness, legal compliance or value for money by itself. Scope the software around an approved process and the applicable procurement rules.

Fictional procurement change log
EventControl
Specification revision 2Retain revision 1 and the reason for change
Supplier clarificationApproved response shared equally where the process requires
Bid receiptRestricted access; timestamp and intact submitted version
Reviewer conflictDeclared and handled by authorised process owner
Change orderSeparate scope, cost and approval before work proceeds

A public project summary should not expose confidential bids or personal supplier details. Test whether an unassigned reviewer can open a bid attachment and whether a revised document silently replaces the submitted version.

The Bahamas Government portal is an entry point for official services, not a substitute for the specific current procurement instrument. Have procurement/legal specialists identify the applicable law, thresholds and disclosure rules before implementing them. Keep draft workflow rules visibly separate from approved ones.
